State Board's Standards of Quality Process The Virginia CAREs Coalition, originally organized with only eleven school divisons, now has over 60 school divisions, the Virginia Association of School Superintendents and other organizations that have endorsed a position paper and standards to acknowledge that current state funding does not match the educational expectations and practices across the Comonwealth. This Consortium has developed a position paper, endorsed by local school boards, that illustrates the actual cost of educating students and the prevailing educational practices that are financed with local funds instead of funds provided by the state. The position paper is a living document that will continue to be shaped by those school divisions and organizations that become part of Virginia CAREs. On October 28, 2000, a Standards of Quality (SOQ) funding conference was held to discuss how to generate support from all school divisions for the Virginia CAREs initiative.
