FAMILY LIFE


Introduction

The Prince William County Family Life Education curriculum includes a set of comprehensive, sequential, abstinence-based, and age appropriate objectives that embrace concepts of honesty; truthfulness; diligence; racial harmony; loving sexual relationships within marriage and respect for parents, teachers, and other duly constituted authorities. While much attention seems to be focused on issues of sexuality, the Family Life Education curriculum is broader-based, designed to assist students in dealing with issues that confront them daily.

Throughout the process of writing the Family Life Education curriculum in 1989, the local writing team made every effort to follow the guidelines established by the Virginia Department of Education. In order to make the program compatible with other programs, Family Life Education objectives are incorporated into existing instructional programs in several areas whenever possible, including health; science; guidance; social studies; several career and technology education courses; and through the D.A.R.E. and guidance programs. Family Life Education concepts are made relevant to students because they are taught by classroom teachers, oftentimes with the assistance of the school guidance counselor or school nurse.

The Family Life Education program is not a separate entity in that all of the objectives are taught at one prescribed time. In order to make the concepts more meaningful and applicable to situations confronting youth today, the objectives are taught in context of the existing curriculum and, when appropriate, during the course of instruction in other areas. For example, a discussion on the structure of viruses in a Biology I class includes a Family Life Education-related objective on the structure and epidemiology of the virus that causes AIDS. For this reason, it is essential that at the beginning of the school year parents be provided with a list of the objectives that will be covered at a particular grade level of in a particular course and understand that Family Life Education objectives are infused throughout the year in the regular instructional program.

Due to the sensitive nature of some of the topics in the Family Life Education program, Prince William County Public Schools institutes an opt-out process, where parents may elect to remove their children from instruction on any or all of the objectives in the program. In addition, the School Division has set parameters on classroom discussion that may occur involving the following topics:

The primary goal of the Family Life Education program is to educate students about making informed choices based on preliminary information they receive in the program, coupled with information from their parents and other approved sources. Every effort is made to avoid the disenfranchisement of students.

In June 2004 the Prince William County School Board approved an updated version of the Family Life Education curriculum aligned with the revised state guidelines.
