Jarcelynn M. Hart was appointed to serve as the new Associate Superintendent for Western Elementary Schools effective July 2011. Prior to her appointment, she was principal of Rosa Parks Elementary School in Woodbridge and has been the principal there since 2006, the year it opened. Hart also has experience as a professional development specialist, elementary assistant principal, and classroom teacher.

She earned her Bachelor of Sociology and Elementary Education degree and her Master of Elementary Education and Deaf Education degree from Western Maryland College. Hart also has a Master of Education degree in Curriculum, Supervision, and Leadership from George Mason University and is working on her Doctorate in Educational Leadership at The George Washington University.

With Hart’s leadership, Rosa Parks Elementary School has made Adequate Yearly Progress under No Child Left Behind and achieved “School of Excellence” status every year since the school opened. Her students have been highly successful on the Virginia Standards of Learning tests and federal accountability benchmarks, earning her school the Virginia Index of Performance Excellence Award.

Describing Hart’s leadership qualities, one of her teachers said to her, “You are so amazing! You are the picture of excellent leadership. You lift teachers and students alike to strive for their best. Everyone feels so appreciated by you.” Hart is a past winner of the Washington Post Distinguished Educational Leadership Award.
