Mr. Fagan is a former Assistant County Attorney with Arlington, VA, from 1997 to 2006. As Assistant County Attorney, he handled all areas of local government law, including representation of the human resources department for the County and Arlington Public Schools, the Police and Fire Departments, the Purchasing Department, and the Retirement Board. He handled all labor and employment litigation while sitting as first chair in state and federal jury trials, administrative hearings, and appeals.
A 1989 graduate of Tulane University, Mr. Fagan earned his Juris Doctor in 1992 at Washington and Lee University. He is a member of the bar of Virginia, Maryland, and the District of Columbia.
