The School Board Approved:
  • October 15–19 as School Lunch Week;
  • September 15–October15 as Hispanic Heritage Month;
  • Policy 561, “Responsibilities and Duties of Employees;”
  • The site lease with Clear Wireless at Hylton High School;
  • The contract for the addition of an activity room at Occoquan Elementary School to Hammerhead Construction of Virginia, Inc., in the amount of $919,000;
  • The Memorandum of Understanding between Prince William Health District, Prince William County Public Schools, and Prince William County for the purpose of cooperation and coordination in carrying out mass vaccination and/or treatment of the citizenry due to a disaster;
  • Payrolls for June and July 2012;
  • The summer contract awards summary. There were no summer awards exceeding $500,000;
  • The auxiliary gym at Woodbridge High School named in honor of Dave “Gus” Swaggard, a former teacher and coach;
  • The written agreement with Smart Markets, Inc. to hold their farmers’ market at Piney Branch Elementary School;
  • The continuation of the partnership with GMU to participate in the Cisco Systems Academy for the benefit of our Career and Technical Education program;
  • The Disciplinary Hearing minutes of June 20, July 11, August 1, and August 22. The School Board meeting minutes of June 13, June 20, July 11, and August 1;
  • The Superintendent’s appointment of Ms. Rhonda Tabor to the Special Education Advisory Committee for a two-year term; and
  • The appointment/reappointment of individuals to the Career and Technical Education Advisory Council for a two-year term effective September 5, 2012 through June 30, 2014.
 
Policies and Regulations:
First review of Policy 304, “Minimum Fund Balance Policy” and Policy 571, “Evaluation.” (No action is required on first reading.)
 
Citizens’ Comment Time:
  • Citizens addressed the School Board on the following topics:
  • High school sports program concerns and issues;
  • Upkeep of the grounds outside of Woodbridge Middle School;
  • Teachers’ personal leave;
  • Request to close schools on Election Day; and
  • Transportation for IB students.
 
Presentations/Board Discussion:
  • Mr. Jason Calhoun, supervisor of Science and Family Life Education, gave information on the suggested plans for the K–12 science textbook adoption. The evaluation criteria and timeline will be submitted for action at the September 19 School Board meeting.
  • Dr. Jennifer Cassata, director of Accountability, and Dr. Paul Parker, supervisor of Testing, gave a presentation on the changes to Virginia's Accountability System, with a focus on the new Annual Measurable Objectives (AMO).
  • Mr. Keith Imon, associate superintendent for Communications and Technology Services, gave a presentation on the proposed priorities for the 2013 Legislative Session that will convene on January 9, 2013. Board Members will consider the proposal as part of the September 19 work session.
  • Mr. David Cline, associate superintendent for Finance and Support Services, gave a presentation regarding the assumptions and issues surrounding the School Division’s required Five-Year Budget Plan.  Mr. Cline also discussed the Board of County Supervisors' request to participate in the FY 2014 Budget “Exercise." A work session to discuss this request and other budget issues is scheduled for Wednesday, September 12, 2012.
  • Board Members discussed, and decided to empanel a subcommittee of the Calendar Committee to consider questions concerning possible closure of schools on Election Days to address parking and other concerns.  
 
Superintendent’s Time:

Dr. Steven L. Walts, Superintendent of Schools, congratulated the following:
  • The Office of Financial Services for receiving a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada.
  • Rosa Parks Elementary School for receiving authorization for its International Baccalaureate Primary Years Programme.
  • Parkside Middle School for receiving a Virginia Department of Education 21st Century Community Learning Center grant to operate an after-school program. The grant is for $600,000 over three years.
  • The Media Production Services staff in the Office of Communications Services for earning an Award of Distinction from the National Association of School Public Relations for a public service campaign on teen driving and texting.
  • The Office of Communications Services for Prince William County Public Schools Web site being named a winner in the 2012 Best of the Web Awards from the Center for Digital Education. This is the highest award for educational Web sites in the nation. Our School Division won for the K–12 category.
  • Tyler Anderson, a senior at Forest Park High School, for rescuing a person who was in distress while swimming in the ocean at Virginia Beach last week.
  • Dr. Walts also listed the annual top 10 reasons to be excited about starting the new school year. (Visit pwcs.edu to view the top 10 reasons.)

Meeting Information
School Board meetings are planned as follows. Unless otherwise indicated, meetings are held in the School Board Meeting Room at 14715 Bristow Road, Manassas. Citizens who wish to address the School Board under Citizens’ Time may notify the Board Clerk in writing, by phone, or by electronic mail prior to noon on the day of the meeting. Citizens may also sign up to speak prior to 6:55 p.m. on the day of the meeting. Closed Sessions start at 6 p.m. and are followed by public sessions, which start at 7 p.m.
