The School Board Approved:
  • October 15–19 as School Bus Safety Week;
  • October as Virginia Disability History and Awareness Month;
  • The affiliation agreement between George Mason University and PWC School Board for joint educational programs involving health and human services;
  • School applications for Recognized American School Counselor Association Model Program;
  • Appointment of Gainesville’s David Fitts to the Career and Technical Education Advisory Council;
  • Directing staff to provide Development Impact Statements to the BOCS concerning impacts from the proposed Bradley Square development of 124 townhouses and Featherstone Squares 29 townhouses and 114 multi-family units;
  • The School Board meeting minutes of September 5, 2012;
  • Directing the Superintendent to request the Board of County Supervisors (BOCS) to allow PWCS to spend $130,000 in non-taxpayer funds for the School Age Child Care (SACC) program. The increase is necessary to support the indirect costs related to the SACC program for use of the 53 schools that are currently participating;
  • The science textbook adoption timeline and textbook evaluation criteria proposed by the Office of Student Learning for the review of K–12 science textbooks. (Click here to see PowerPoint presentation);
  • The new Policy 304, which establishes a minimum fund balance of 1.5% current fiscal year general fund revenue to ensure sufficient funding to cover unforeseen emergencies not involving recurring operating expenditures;
  • The proposed editorial changes to Policy 571, “Evaluation;”
  • Participation in the BOCS’ budget exercise to explore the implications of six possible tax rate funding scenarios for 2013–14. The Board directed that this be accomplished by identifying levels of expenditure priorities budget ranging from “mandated” to fully discretionary;
  • Use of proposed budget assumptions and prioritization of program maintenance and staff pay increases in revising the balanced five-year budget plan required by Prince William County; and
  • Use of funds from a proposed bond sale to reimburse construction and development expenses for specific Capital Improvement Plan projects.  
Citizens’ Comment Time:
Citizens addressed the School Board on the topics of bullying, and praising the Woodbridge High School performing arts program.
 
Superintendent’s Time:
Dr. Steven L. Walts, Superintendent of Schools, made the following announcements:
  • For the third consecutive year, Prince William County was named one of America’s 100 Best Communities for Young People. This reflects the collaboration between the county government, parks and recreation, public schools, and a myriad of organizations and individuals.
  • Osbourn Park High School Special Education Teacher, Ms. Lydia Stewart, was named Virginia Region IV Teacher of the Year. Mrs. Stewart will compete with eight teachers for the VA title.
  • Ten PWCS students were named National Merit Semifinalists. See pwcs.edu for details.
  • The PWCS-produced live, interactive webcast BatsLive attracted students nationwide to see and learn from experts about millions of bats spiraling out of Bracken Cave near San Antonio. The Prince William Network program will be archived on the PWCS Web site by September 25.
  • Mr. Fred Milbert was recently named Supervisor of the Year by the Virginia Association for Health, Physical Education, Recreation, and Dance.
  • PWCS students beat the national composite average for ACT scores for the fifth straight year.
  • New Division SOL results match or exceed state results for all subject areas. While performance gaps remain for some, PWCS is focused on increasing for all. 
Presentations:
Dr. David Eshelman, supervisor of Career and Technical Education (CTE), outlined key CTE support systems. First is the Career and Technical Education Advisory Board, which is required by law to be part of the development, implementation, and evaluation of CTE programs. The second is the PWCS Career and Technical Education Foundation, formed by the community to provide building trade opportunities and practical experience for high school students. The foundation has awarded scholarships totaling $69,250 to 69 students, and played a vital role in establishing the CTE Regional STEM Coordinator position in the past.

School Board Meeting Information
School Board meetings are planned as follows. Unless otherwise indicated, meetings are held in the School Board Meeting Room at 14715 Bristow Road, Manassas. Citizens who wish to address the School Board under Citizens’ Time may notify the Board Clerk in writing, by phone, or by electronic mail prior to noon on the day of the meeting. Citizens may also sign up to speak prior to 6:55 p.m. on the day of the meeting. Closed Sessions start at 6 p.m. and are followed by public sessions, which start at 7 p.m.
