School Board Meeting December 19, 2012

Mr. Johns, Chairman At-Large, started the meeting off by saying on behalf of the entire School Board, Superintendent, Superintendent’s staff, and everyone in the School Division, we offer our heartfelt condolences and prayers to the people of Newtown, Connecticut and the community of Sandy Hook Elementary School. A moment of silence was observed for the victims of that tragedy.
 
Public Hearing:
Citizens addressed the School Board regarding the interim appointment to the Prince William County School Board for the Woodbridge District. Mr. Steven Keen, Mr. Todd McCormick, Mr. William McHenry, Mr. Christopher Royse, Mr. Bruce Smith, and Ms. Loree Williams, each addressed the Board on their candidacy.
 
The School Board Approved:
  • The Memorandum of Understanding between Prince William County Public Schools and Crossroads Counseling Centers that defines the terms of a Medicaid-funded Therapeutic Day Treatment to be provided by Crossroads for certain students in the PWCS system. Participating schools shall be at the discretion of PWCS;
  • Directing staff to provide a Development Impact Statement to the Board of County Supervisors concerning the impact to the School Division of the John Marshall Commons proposed development plan;
  • The School Board meeting minutes of December 5, 2012;
  • The 2013–14 school calendar with the exception of moving the half-day conference from January 29, 2014 to January 28, 2014;
  • The revisions to Policy 810, “Facilities Planning,” with additional changes to reinstate the last sentence of the first paragraph of the prior policy statement and reinstate the third paragraph of the prior policy statement; also move the third paragraph from Regulation 810-1 prior to revision and move it to the end of Policy 810;
  • The 2013 Annual Audit Plan and to direct internal staff and management to work cooperatively and in partnership to fulfill the 2013 Annual Audit Plan; and
  • Move the Avendale development and associated property along Route 28 from the T. Clay Wood Elementary School attendance area to the Nokesville Elementary School attendance area and those students within the affected area be grandfathered at their existing schools until the boundary committee decision goes into effect.
Citizen’s Comments:
Citizens addressed the School Board on the following topics:
  • More security in schools;
  • Facilities planning;
  • Closing schools on Election Day; and
  • Savannah Gillard shared her experiences and successes as an eighth-grade student at Ronald Reagan Middle School. She has performed with the American Ballet Theatre Company and will take the stage with Ballet West, a premier American Ballet Company in Salt Lake City, UT. She recently appeared in a six-week documentary by the BBC that aired over the summer. She is a member of the National Honor Society, school dance team, an Olweus Program student ambassador, and she volunteers within the community.
 Presentations:
  • Mr. Tim Healey, associate superintendent for Student Learning and Accountability, and Mr. Thomas Smith, PWC Solid Waste Division Chief, gave a presentation on the PWC Landfill. Mr. Smith stated that a partnership between the Landfill and the School Division would provide educational resources and outdoor learning experiences for students. See PowerPoint.
  • Mr. Don Taylor gave a presentation on Windy Knoll, his 90-acre farm in Nokesville. Mr. Taylor stated that he has been working with the Farm Bureau for a few years. The bureau has used the farm for a program for teachers called Ag in the Classroom. He is hoping to open the farm up to more schools in the county to aid students in understanding agriculture-related issues. Since Mr. Taylor uses his own money for educational purposes on his farm, he is hoping the School Board will consider passing a resolution in support of his efforts to protect the land and make it available for education purposes.
 Superintendent’s Time:
Dr. Steven L. Walts, Superintendent of School, made a statement relating to the recent tragedy in Newtown, Connecticut:
 
Along with the entire nation, I was deeply saddened by the unspeakable losses to families in Connecticut last Friday. Our thoughts and prayers continue to be with them during this very difficult time.  
 
On Friday, we provided our Administrative Team with guidance and shared our grief with the community online throughout the weekend. Our school counselors, social workers, teachers, administrators, and support staff were immediately available as events unfolded to address the needs and concerns of parents, students, and staff.
 
On Monday, I sent a message to our students, parents and guardians, and to our staff to reassure everyone that security is our highest priority. The timing, sequencing, and content of our messages were planned to be of maximum value while not unduly alarming our students, staff, and parents.
 
The School Board and the Administrative Leadership Team are acutely aware of the anxiety and worry that can be created by a tragic event such as the one that took place at Sandy Hook Elementary School. 
 
I continue to be in direct communication with the Acting Chief of Prince William County Police Barry Barnard, and we are taking all reasonable measures to keep our students, staff, and schools safe.
 
Safety analysis by safety and security professionals, and the adjustments and improvements to our security protocols, are continuous and ongoing. Since the School Board and administration created the Safe Schools Advisory Council, dramatic changes have been made. Ongoing professional development, practice, and drills also occur on a regular basis.
 
I thank our staff, students, parents, and others in the community for their continued assistance in keeping our schools and students safe.
 
The School Board members and the administration carefully read, review, and make every effort to respond to your emails, calls, questions, and considerations.
 
As Mr. Johns said at the opening of tonight’s Board meeting, our sincere and heartfelt condolences go out to everyone in Newtown, Connecticut.

School Board Meeting Information
Unless otherwise indicated, meetings are held in the School Board Meeting Room at 14715 Bristow Road, Manassas. Individuals wishing to address the School Board under Citizens’ Time may notify the Board Clerk in writing, by phone, or by electronic mail prior to noon on the day of the meeting. Citizens may also sign up to speak prior to 6:55 p.m. on the day of the meeting.
Closed Sessions start at 6 p.m. and are followed by public sessions, which start at 7 p.m.
