The School Board Approved:
- March 4–8 as Newspaper in Education Week;
- February 17–23 as School Board Clerk Appreciation Week;
- The proposed tuition rates for FY 2014 for adult students in Practical Nursing I and II;
- March 2013 as National Professional Social Work Month and National Women’s History Month;
- The 2013 summer school program as recommended by the staff, contingent upon funding in the FY 2014 budget;
- The Memorandum of Understanding between Shenandoah University and Prince William County Public Schools (PWCS) for the purpose of continuing the partnership with the Teachers for Tomorrow program for the 2012–13 school year;
- The naming of the story room at Gravely Elementary School in honor of Mrs. Alma Gravely;
- Contract award to J.A. Scheibel Construction, Inc. for the construction of the new Haymarket Drive elementary school in the amount of $18,788,000;
- The agreement for land acquisition for the replacement of Kilby Elementary School which requires additional land from adjacent properties;
- The application to the Virginia Public School Authority for a spring 2013 bond sale in the amount of $67,260,000 to finance certain capital improvement projects;
- The payrolls for December 2012 in the amount of $48,046,153.16;
- The confirmation of the Board Poll dated January 22, 2013 confirming support of the current continuing contract for teachers;
- School Board meeting minutes for January 16, 2013 and the Disciplinary Hearing meeting minutes from January 9, 2013; and
- Proposed revisions to Policy 305, “Procurement Card Management.”
Citizens’ Comment Time:
Citizens addressed the School Board on the following topics:
- Childhood eating disorders;
- Teacher Continuing Contracts;
- Budget issues and the proposed 12th high school;
- Access to school athletic fields for youth leagues; and
- Nana Amaniampong, fifth-grader at King Elementary School, read a portion of his winning essay written for the Martin Luther King Jr. Youth Oratorical and Essay Contest.
Presentations:
- Mr. Jason Calhoun, supervisor of Science and Family Life Education, gave a report and the recommendations of the Science Textbook Adoption Committee.
- Mr. Kurt Miller of the public accounting firm Cherry, Bekaert & Hollard, LLP, presented the results of a financial audit of the School Division’s FY 2012 Comprehensive Annual Financial Report. Cherry, Bekaert & Hollard, LLP gave an unqualified clean audit report. Mr. Miller stated that PWCS management employs an appropriate level of conservatism in applying accounting principles; the firm received good cooperation from management and was given complete access to all information needed.
- Mr. John Wallingford, director of Financial Services, gave a second-quarter budget report for FY 2013. The budget review covers revenues and expenditures from October 1, 2012 to December 31, 2012.
- Dr. Steven L. Walts, Superintendent of Schools, presented his FY 2014 Proposed Budget and Capital Improvements Plan. Go to pwcs.edu and click the “Budget Updates” button to find the video and text versions of the presentation of the Proposed FY 2014 Budget.
Superintendent’s Time:
Dr. Steven L. Walts, Superintendent of Schools, made the following announcements:
- Mrs. Lydia Stewart, special education teacher at Osbourn Park High School, and Mr. Stephen Dittmer, social studies teacher at Battlefield High School, received the Human Rights Award from the Prince William Human Rights Commission.
- Please see the School Division Web site for names of students who were winners in the Martin Luther King Jr. Youth Oratorical and essay contest. Also see the Web site for names of teachers and students who received Dale City Civic Association Awards.
- Alvey, Coles, and Tyler Elementary Schools were recognized for having comprehensive counseling programs that met the national standards set by the American School Counselor Association. This designation involves a voluntary, rigorous application process and demonstrates that the schools are collaborating with their staff, parents, and the community to create exemplary educational environments.
- Aaron Guo, a senior at Battlefield High School, has been selected as a candidate for the United States Presidential Scholars Program.
- Last weekend during a wrestling match at Forest Park High School, an athlete from Osbourn Park High School became unconscious and many who were on the scene immediately stepped in to revive the student until Rescue Squad personnel arrived. Due to the fast and decisive efforts of trainers, coaches, and parents, the student’s family reports that he is in stable condition. Special thanks to Ms. Jessica Shanks, athletic trainer, Forest Park High School; Ms. Jean Ryder, graduate assistant, George Mason University; Ms. April Gustafson, Forest Park parent and Registered Nurse; Officer R. Laurendeau, Arlington County Office of the Sheriff; Ms. Beth Curtis, Osbourn Park parent who is CPR-certified; and Ms. April Applegate, a Forest Park parent.
School Board Appreciation Month:
Dr. Walts recognized the dedication and hard work of the PWCS School Board. He thanked Chairman Johns, Vice Chairman Otaigbe, and members of the Board for all that they do for the School Division’s students and their families, PWCS employees, and the PWC community. Dr. Walts presented all the Board members with a gift basket and the Virginia School Boards Association provided Certificates of Appreciation.
