Ed Stephenson

Ed Stephenson has been the Fine and Performing Arts Supervisor for the Prince William County Public Schools (PWCS) since July of 2015. Before this appointment, he was the principal of Bull Run Middle School and Ronald Wilson Reagan Middle School for six years and an assistant principal at Battlefield High School for nearly four years. He is a former professional cellist and private instructor and has served as a string orchestra teacher in the Stafford County Public Schools. Dr. Stephenson brings a unique combination of elementary, middle, and high school teaching and supervision experience to his position. Using that background, he leads efforts to provide quality learning experiences in art, music, dance, and theater to all of Prince William County's students.

Dr. Stephenson earned his Bachelor of Music degree in Violoncello from the Cleveland Institute of Music, his Master of Education degree in School Administration and Supervision from the University of Virginia, and his Doctor of Philosophy degree in Education from George Mason University. He is a happily married father of four daughters, all current or former students in the Prince William County Public Schools.

Jasmine Hawkins began serving as a Fine and Performing Arts Administrative Coordinator for Prince William County Public Schools (PWCS) in July of 2015. Prior to this position, she was the instructor of record for two art classes at Western Carolina University, an art teacher at Gainesville Middle School for three years, Westridge Elementary School for four years, and Douglas Byrd Middle School (North Carolina) for one year. These varied experiences gave Mrs. Hawkins the opportunity to work with all types of learners and personalities which helped her become the best art teacher she could be. Mrs. Hawkins is a professional artist who has exhibited work in numerous galleries and also enjoys teaching private art lessons. Mrs. Hawkins loves all forms of art and is passionate about bringing learning opportunities in the arts to others.

Mrs. Hawkins earned her Bachelor of Arts degree with a minor in education from Lynchburg College (now known as the University of Lynchburg). She holds a Master of Fine Arts degree, in painting and drawing, from Western Carolina University. She is a dedicated artist and educator who is delighted to use her background experiences to support the students and faculty of PWCS.

Mrs. Hawkins is happily married with two daughters and one son, current or future attendees of Prince William County Public Schools.

Michelle Milligan, M.Ed.

Michelle Milligan began serving as a Fine and Performing Arts Administrative Coordinator for Prince William County Public Schools (PWCS) in September of 2022. Prior to this position, she was the music specialist for the Virginia Department of Education (VDOE), and an orchestra director for multiple schools in Prince William and Fairfax counties for nearly a decade. 

Mrs. Milligan earned her Bachelor of Music degree in Music Teacher Education from George Mason University. She holds a Master of Education degree in Educational Leadership and Administration from James Madison University. She is an active musician, clinician, and educator who is delighted to use her background experiences to support the students and faculty of PWCS.
