Prince William County School Board holds work session to review proposed Capital Improvements Program

The Prince William County School Board recently held a work session to review the Capital Improvements Program (CIP) (PDF) for the School Division for fiscal years 2020-2029. The CIP is an ongoing plan for new construction and additions, renewals of existing facilities, and upgrading of the School Division’s infrastructure including technology and energy improvements. The CIP provides Prince William County Schools with a blueprint of work to be done over the next 10-year period.

The School Division is growing in enrollment less than originally projected. Between the 2017-18 and 2018-19 school years, PWCS experienced its smallest numerical enrollment growth since 1984. However, updates to kindergarten through third grade class size qualifying data, as well as special education classroom use, and other specialized classroom use at each elementary school, result in a capacity reduction of about 1,000 seats across all elementary schools.

Major changes in the CIP from last year include the addition of two new elementary schools, elementary school additions resulting in 13 classrooms, middle school additions resulting in 57 classrooms, an addition to the Kelly Leadership Center, site acquisition funds for elementary schools, and auxiliary gyms at Woodbridge and Gar-Field High Schools. Two middle schools and one high school have been delayed beyond the scope of the current CIP, and funding totals have been adjusted to reflect changes in enrollment projections.

The CIP will be presented in conjunction with the 2020 budget at a School Board meeting on Feb. 6, with a public hearing scheduled for Feb. 20. The final School Board CIP markup will occur on March 13, with the School Board approving the budget and CIP on March 20. All meetings will begin at 7 p.m., except for the meeting on March 13, which will begin at 6 p.m. All meetings are open to the public and held at the Kelly Leadership Center.
