Sarah Miller Espinosa, J.D.

Sarah Miller Espinosa, J.D., is privileged to serve as PWCS’s first Ombudsman. She joined the school division in August 2019. Prior to joining PWCS, Sarah established the Office of the Ombuds at Montgomery College, a multi-campus community college in Montgomery County, Maryland. Over the past twenty years, she has overseen labor and employee relations programs in the public sector, mediated workplace and regulatory disputes, and served as an arbitrator, conducting hearings and issuing decisions. Sarah has taught courses as a part-time instructor at the Scheinman Institute on Conflict Resolution at Cornell University, the University of Maryland Baltimore County, and Montgomery College. Sarah is active in a variety of professional organizations, including the International Ombudsman Association, the Labor and Employment Relations Association, the American Bar Association, and the Association for Conflict Resolution, where she serves as co-chair of the ACR Ethics Committee. Sarah received a Bachelor of Science from the Cornell University School of Industrial and Labor Relations and her juris doctor from the University of Connecticut School of Law.
