School Board Meeting of June 16, 2021

The School Board Approved: 

  • The Superintendent and Supervisor of Purchasing to award contracts to the lowest responsive and responsible bidder(s) and approve change orders from June 17, 2021 through September 1, 2021 and meet school opening and operational requirements below the existing procurement threshold. All awards over the threshold will be polled to the School Board. The Superintendent will furnish a listing of the awards for review by the School Board at the September 1, 2021 School Board meeting;
  • The adoption of new Policy 495 (PDF), "Sustainability";
  • The award of three contracts for miscellaneous kitchen equipment to the lowest responsive and responsible bidders (PDF) offering the lowest firm-fixed delivered grand total amount for each manufacturer listed in the Pricing Schedule, Section 11 of IFB #R-AF-21021, Alto-Hartley, Inc., NCG & J Corp., DBA Factory Direct Food Service Equipment Co., and Sam Tell and Son, Inc.;
  • Requesting the Prince William Board of County Supervisors to approve the carryover of Fiscal Year (FY) 2021 encumbrances and unencumbered balances, to increase the FY 2022 fund budgets by these amounts, and to appropriate these amounts to the appropriate funds for FY 2022, and further, direct staff to prepare and forward the appropriate documents to the Board of County Supervisors as soon as the encumbered and unencumbered totals are determined;
  • The attached resolution (PDF), authorizing the Superintendent, or such other officer as he may designate, to submit such documentation as is required by Virginia Public School Authority (VPSA) of the Department of Education, and direct that this resolution shall become effective July 1, 2021;
  • The Head Start - American Rescue Plan Grant (PDF) and authorizing the Superintendent of Schools to enter into the same on behalf of the School Board;
  • Annual tuition rates and fees (PDF) for FY 2022 and that daily tuition rates are to be the annual rates divided by the number of required instructional days;
  • The use of FY 2021 funds for the purpose of providing additional funding for items identified in the attachment (PDF);
  • Revisions to the 2021-22 "Code of Behavior";
  • April 2021 payrolls (PDF) in the amount of $60,980,851.82;
  • The School Board meeting minutes (PDF) for May 22, 2021;
  • The School Board meeting minutes (PDF) for June 2, 2021;
  • The resolutions commending Superintendent Dr. Steven Walts (PDF), and Deputy Superintendent Keith Imon (PDF); and
  • Using $20,207,427 in year-end funds to provide all active employees a one-time pay adjustment for the purpose of recognizing the extraordinary contributions and sacrifices made by all Prince William County Public Schools employees during the COVID pandemic, with the balance of year-end funds reserved for enrollment uncertainty. All active full-time employees will receive a one-time pay adjustment of $1,600, prorated for those working part-time and start date, with a minimum of $500. All active substitutes, temporary employees, and Retirement Opportunity employees who earned a minimum of $1,000 this past year will receive a one-time pay adjustment of $500.

Superintendent's Time:

  • I would like to recognize the Class of 2021. With a pandemic, I recognize our high school seniors experienced the school year much differently, learning to engage virtually with their teachers, classmates, and friends. Senior events were also much different, and I am amazed with the resiliency of this class. They have made all of us very proud, and I am excited to witness the outstanding impact they will have on our world in the future. I was honored to attend 11 live and two asynchronous graduations. Congratulations 2021 graduates!
  • I am proud to say that I have made 2,158 school visits since I arrived in 2005, including recently, Potomac Shores Middle School, Gainesville High School, and our new transportation center with an automated bus car wash. I would like to extend my very best wishes to Dr. McDade as she takes the leadership position of the School Division on July 1 and I will continue to help her in any way that suites her needs. As this is my last School Board meeting as the Superintendent of Schools for Prince William County Schools, I want to recognize and thank our students for always impressing me with their talents and their knowledge, and teachers, administrators, and support staff throughout the Division, who inspire me daily with their passion for students, innovation, creativity, and kindness. I also wish to thank our parents and guardians, business and nonprofit partners, and our community at large for the warm welcome and care of me and my family for the past 16 years. We have made many lifelong friends here, and I appreciate it more than you know. I would like to thank our School Board members, past and present, for the opportunity to serve this School Division. I wish each of you the best.
  • In closing, I want to share one of my favorite quotes from one of my favorite writers, Maya Angelou, “I've learned that people will forget what you said, people will forget what you did, but people will never forget how you made them feel.”
