The Fostering Connections to Success and Increasing Adoptions Act of 2008 (Fostering Connections) and the Title I, Part A provisions in the Every Student Succeeds Act (ESSA) ensures school stability for students in foster care by requiring the Local Department of Social Services (LDSS) and the Local Education Agency (LEA) (school division) to work collaboratively to ensure that the conditions of the Fostering Connections Act are met in the following areas: roles and responsibilities of LDSS and LEA, school placement determination, students with disabilities, transportation, special cases, tuition, meals, and resolving disputes. (Regulation 714-1)
