Each year in celebration of Youth Art Month (YAM), the National Art Education Association and the Virginia Art Education Association sponsor a flag design contest for all states. Hundreds of art students submit designs in each state competition. Submissions are judged according to rubrics at each of the three school levels, with one winning design from each state and first-through-fourth place winners chosen for each level. Entries are evaluated based on a rubric and according to VAEA submissions guidelines to produce a bold, creative design using any 2-D art supplies and incorporate the YAM logo, imagery to represent Virginia, the state's name, imagery to represent art, and the theme "Take a Journey through Art." Composition and craftsmanship are also considered.
