Office of Special Education and Early Intervention	Updates on PWCS initiatives and successes thus far. Aimee Holleb, Director of Specialized Instruction -VA Inclusive Schools Assessments Ratings. PWCS overall: “Implementation Phase.” -Cabinet has approved renaming specific disability programs to “Specialized Program” and “Specialized Program – Intensive.” -OSEEI will be presenting at the School Board Meeting on 4/22/2026.
Advanced Academics Underrepresented Groups: 2030 Elevate Recommendations	Completion of Advanced Courses by Underrepresented Groups Advanced Academics Underrepresented Students: Elevate 2030 Recommendations – Fill Out Form Michelle Shelton, Director of Diversity, Equity, Inclusion, and Compliance Update. Recommendations from all stakeholders and Advisory Councils. Partnered with the Advanced Academics Team in early March. March 24^th met with the Gifted Advisory Council. April 16^th will meet with the Multilingual Council. This week will meet with the CTE Council. Meeting with SEAC tonight. PWCS Parent Resource Center	Updates on progress and success thus far in 2025-2026. Eleanor Contreras, Parent Resource Center and Family Engagement Coordinator Office of Communication asks if any SEAC members want to voluntarily give feedback on school websites. Saturday Aug 15, 2026, Freedom HS 11am-2pm is the PWCS Back to School Fair. Eleanor is representing PWCS in the statewide meeting with other PRC’s.

Business	Motion by Rosemary Scott to add recommendation regarding attendance letters. Seconded Katie Rivers. Passed. Approval of February 17, 2026, meeting minutes Consideration of SEAC Recommendation(s) to PWCS Board via 2025-26 Annual Report Equable Budgeting Taskforce - Jaime Van Echo presented an update. The team was excited to share the improvements that a $9 million increase could offer. They shared recommendations to increase compensation for employees and student services. They also detailed the need to adequately fund family and community engagement. The county worked with Educational Research Strategies to develop objectives for creating a budget that emphasized equity and adequacy, ensuring that all schools have two funding streams: Core funding baseline resources. Needs-based funding based on programs and enrollment demographics, flexible beyond minimum requirements. The goals: Simplify school allocation rules and assumptions to increase transparency. Reduce administrative and budgeting burdens Make explicit that flexibility at the school level is available to make decisions for enrolled students. A connection was made with Dr. Reyher's presentation and how the needs of the students in the building would be prioritized on need rather than the previous model of funding, allocating solely by disability category. The flexibility would be defined explicitly in the budgeting manual offered to principals and staff in charge of creating and maintaining their individual school budgets. Central office would be responsible for providing each school with their core funding resources. This information was particularly important for our committee. Core funding resources include supplies, equipment, and services. It also centralizes IT, athletic equipment, and textbooks with no reduction in school budgets. This could also include updates and funding for school playgrounds. One of the recommendations of the task force was the critical need for assigned nursing staff at every school.
2026-2027 PWCS Annual Plan for IDEA	Overview of 2026-2027 Draft Plan Nora Bryant, Director of Preschool Programs, Dr. Darwin Barker, Director of Tiered Intervention and Supports Dr. Aimee Holleb, Director of Specialized Instruction The Annual Plan - School Age Grant (611) The school age grant award is $18.57 million. The grant is used for positions (87.85 FTEs), equipment, instructional materials, supplies, and service provider materials. Services include extended school year services, related services, evaluations, and professional learning. Most of the budget is allocated to personnel services and employee benefits. $75,000 is specifically named for devices to use for assistive technology. The Annual Plan - Early Childhood Grant (619) The early childhood special education grant award is $400,000. The grant is used for eight full-time preschool teaching assistants. Additionally, $26,000 will be spent on materials and supplies. The proportionate set aside is close to $1,300. CCEIS This year 15% of the annual plan must be set aside for CCEIS (Comprehensive Coordinated Early Intervening Services) due to disproportionality. This equates to 15% of the grant award - $2.8 million. The set aside for school-age students is $72.6K (Section 611), and the preschool grant proportion of the set aside is almost $1,300 (Section 619). Prince William County was identified for discipline disproportionality for black students with disabilities based on 2023-2024 data. The category is for long-term suspensions of greater than 10 days. Risk Ratio The risk ratio threshold for Virginia is 3.0. A black student with disabilities in Prince William County is three times more likely to receive an out-of-school suspension of greater than 10 days versus a non-black student with a disability. This is a lagging indicator, looking at past data to predict future occurrences. Current data from last year shows the division is well below that ratio. Details were provided about how the risk ratio is calculated based on lagging indicator data. The process for how the plan was developed to spend these funds was explained - the funds will be spent on enhancement to data coherence, a continued focus on PBIS and restorative practices. Additional details were provided. Next Steps A short briefing will be shared with all the principals. The goal is to get the plan approved and launched in the summer and fall. Question and Answer Session - 611, 619, CEIS For additional information about the PWCS FY 27 budget related to OSEEI and grants, see pages 72 & 73 of the proposed FY 27 budget. PWCS will continue to ensure funding for obligated services as per IEP students of students.

State SEAC	Angela Lello shared: The regional representative to the state SEAC reached out to gather feedback from local SEACs. Discussions included IEP implementation, special education transportation, access to information for families, and family feedback mechanisms.
PWCS Parent Resource Center	Updates on progress and success thus far in 2025-2026. February 28th STEP Conference & Resource Fair Eleanor Contreras, Parent Resource Center and Family Engagement Coordinator STEP Conference Recap The STEP conference on February 28th had 292 attendees, over 55 vendors, and 80 sessions. Feedback included: "Even though my son's only a freshman, the information shared with us was absolutely worth my time and gave me A clearer understanding of future opportunities." "This year's event was a valuable resource for many of us who are committed to helping children and families." There is a desire in the community to continue to grow and build upon the conference.
Member Time	Samir Hafiz – Neabsco - Absent Angela Lello – Occoquan -Yield Arfa Alam – Potomac Arfa reported hearing concerns about potential staff transitions in special education programs. There is a crisis with SPED teachers leaving public school at a higher rate than their gen ed counterparts. Arfa asked how the district will communicate contingency plans to families. Camille Kelly – Superintendent Rep. Kudos to the STEP conference, described as "amazing" and "well received by our community members." Appreciation expressed for the work involved in organizing the STEP conference. Francisco Ramirez – Gainesville -Yield Jaime Van Echo – At Large Jaime reported that teachers are feeling overwhelmed, overworked, and unsupported. She is concerned about moving to ABA to support anything related to behavior. She appreciates that in every meeting the data that is talked about and shared from central office now seems to connect between the different departments. Mentioned concerns about application of applied behavioral analysis and BCBAs. Recommended that at future STEP conference events and OSEEI public events that other vendors should be invited as well as vendors who cater exclusively to the disability community. Inviting other vendors will improve inclusivity and visibility. Kathleen Rivers – Teacher Rep. The team is registered for the Autism Walk at Bel Air and has made T-shirts. Bel Air's team has signed up for the walk at Unity Reed, but attendees can choose where to participate. Kelly Boynton – Brentsville The family really enjoyed the STEP conference; it was well done. Parents have expressed concerns over getting attendance letter when they have already submitted the appropriate documentation for reasons. Kristie Bowie-Young – Superintendent Rep. Kristie reiterated HB Bill 298 regarding restorative practices for students with disabilities. The bill passed both the House and Senate and is expected to be signed by the governor. The Virginia Board for People with Disabilities did a two-part webinar on this topic. Maryanne Hill – Superintendent Rep. Marianne shared the passing of Karen Smith, a long-time supporter of special needs in Prince William County. Inconsistencies with progress reports. Different case managers have different meanings/interpretations of reports. Inconsistent reporting mechanisms present a challenge for a new team if a student moves.

FY2027 Budget	Overview of PWCS Proposed FY2027 Budget and Process Ashley Reyher, Associate Superintendent of Office of Special Education and Early Intervention Committee discussed and highlighted: 8:1 students based on need rather than diagnosis. Verified that they will still be able to allow for inclusion. Need to consider how to share this with families. Recommended that teachers and families who benefit from this should share. Please use students AND teachers to share their experiences in video to share with family. Central office will support by sharing the student numbers and programs with the school and then the site will work on scheduling.

Children who are found eligible as a student with SLD have questions about a dyslexia diagnosis. They are told that reading deficits exist and that a school cannot provide a "medical diagnosis of dyslexia". This is confusing and may prevent families from using resources that use the term "dyslexia" because it was not discussed in the IEP meeting. Kelly Boynton – Brentsville - Present – Thank you for Read 180 and additional 2 TA’s added in SPED classes. Zero consistency from data collection all over division with no uniformity. HB 298: Discussing school Code of Behavior violations and school suspensions and if behavior is manifestation of disability and if BIP followed. Office of Ombudsman	Overview of District Ombudsman Monique Bookstein, PWCS Ombudsman Committee members discussed and asked how Ombudsman interacts with Office of SPED, how effective Ombudsman is for parents in working with SPED Dept, and how quickly, generally, Ombudsman reaches back to parties reaching out initially to Ombudsman. Members asked how Ombudsman report is reported to school board. Members asked how each resource is differentiated from one another for parents to reach out to. Members asked and discussed Ombudsman website portions “Reporting Categories Data” and “Issues” categories. Members asked how the community is aware of Ombudsman, and what they are doing to get more exposure. Members asked the number of total Ombudsman in all of Virginia. Members asked about Ombudsman started, has there been an increase in reporting.
Office of Special Education and Early Intervention	Updates on PWCS planning initiatives and successes thus far Dr. Aimee Holleb, Director of Specialized Instruction SACI – 3 SPED supervisors invited for Feb 12 meeting. A SEAC rep, Samir Hafiz, will be in attendance. VA Inclusiveness Schools Action Plan February will be when Special Education Department will present to SEAC work session. PWCS Resource Center	Updates on progress and success thus far in 2025-26. Eleanor Contreras – To date, 24 different schools and countywide events around 7,000 interactions with PRC. On 27th Parents Resource Center cases. Just under 1,000 attendees. Reminder – STEP conference coming up Feb 28 at Forest Park High School. 9:30 a.m. - 4 p.m. The resource fair is in the morning, and sessions are in the afternoon.
Member Time	Samir Hafiz (Neabsco): Highlighted the VDOE School Quality Profiles as a resource for school performance and SPED information. Continued training for school security staff on best practices for supporting SPED students in crisis was discussed. Also encouraged the district to consider a TA-to-security career pipeline to support school safety and student needs. Angela Lello (Occoquan): Spoke about the importance of gathering and relaying family feedback, sharing best practices, and maintaining strong community connections. Noted that families in Occoquan frequently ask which schools provide the strongest services and raised concerns about challenges in fully implementing IEP commitments. Arfa Alam (Potomac): Raised concerns regarding the district’s redistricting plan, noting limited detail provided and questions about potential disruption to special education services and supports. Camille Kelly (Superintendent’s Representative): Highlighted the “Parents as Partners” initiative, describing it as a valuable opportunity for families to learn about student transitions and next phases of life. Francisco Ramirez (Gainesville): Expressed enthusiasm for the SEAC role and shared plans to gather feedback and increase awareness of SEAC within schools in his district. Jaime Van Echo (At Large): Discussed the goal of becoming a Unified Champion District and noted disparities in accessibility between the SPED website and other academic resources. Raised concerns about substitute teacher preparedness for SPED classrooms, transparency around a canceled high school event, and ongoing redistricting efforts. Suggested inviting a Superintendent’s Representative from SEAC to future town halls. Abigail Norris Brentsville High School, 9th grader with an IEP (dyslexia, dysgraphia, ADHD) appreciates the work of SEAC, struggling with the school system: scheduling (options are daunting) - no co-taught for Algebra 2 (Brentsville High School low enrollment, most kids do algebra functions), school encouraging her to take Algebra 2 without co-taught support. Abigail does not feel the GenEd teacher should be required to provide the additional support needed. Started the year with English 9, does not feel like it is going well. Amanda February 1st Scholarship, military personnel, EdPlan does not allow for partial consents in system - all or nothing - hard copies sent in to school, the school will choose "non-consented' on the IEP in EdPlan without explanation recorded in the system, parent was unaware this is how it looked in the system. Yesenia L - Observed documents with Xs in meetings, parents are unaware, several issues related to consent or no consent, marked up IEPs parents are unaware, parents have stated it is not their signature, everything is not documented on IEPs properly or at all, no place to document on IEP, Interested in an investigation for these discrepancies.

Business	Impact of Emergency Closures for SPED students Transportation—SPED bus stops are door-to-door and may be the most difficult to access, buses were not able to access, buses were several hours late and no notices were shared with parents, students using special transportation are impacted more than other students and unable to access their learning environment like their peers Arfa Alam - How did this disconnect happen? What attempts were made to prepare bus drivers training ahead of adverse weather conditions? Angela Lello - Other stakeholders struggles with the lack of access to food. Behavior concerns due to disrupted schedule, educational needs after a long break. Arfa Alam - PWCS should take the opportunity to center the voice of stakeholders. Ashley Reyher - Variables were discussed: Instruction, food, medications Roads may meet VDOT standards but not necessarily the need for buses. Teachers are not properly notified of her accommodations and services, must explain herself often. Students have a difficult time self-advocating for needs. Difficult transitioning from middle school to high school, questioned about need for IEP by staff due to fluctuation in needs.

Ease burden of GenEd teachers, improve graduation rates, thrive in the environment. Angela Lello: Occoquan District - Several SEAC members are not attending meetings and concerned about its impact to the committee’s work. With the new Bylaws allowing for unlimited absences, the School Board should consider the impact to quorum. Arfa Alam: Potomac District - Virtual PWCS’ logo “world class education” --long way to go to live up to it, how do the voices of teachers and students actually inform the decisions made by the district? What happens with the feedback given at these meetings? New virtual meeting guidelines: it’s a matter of inclusion and accessibility. How do we make the experience of stakeholders (teachers/students) more seamless? Ex. IEP meetings compliance and policy are getting in the way of what is best for the students and teachers. Meeting time is wasted going over everything instead of doing that ahead of time and then just discuss key points. Vacant: Woodbridge District - Kathleen Rivers: Teacher Representative -Virtual - Abstain Maryanne Hill: Superintendent Representative - Absent Kristie Bowie-Young: Superintendent Representative - Appointed to state board for disabilities, requesting ideas for grants, pilot program—wait until children are ready so their behaviors don’t impact the learning of other students in the classroom. Katherine Wears: Superintendent Representative - Absent Rosemary Scott: Superintendent Representative - CANVAS—very difficult to navigate for neurodivergent students, little consistency between formats used by teachers, hard to find assignments, difficult for parents to assist. Teachers and staff question invisible disabilities like ADHD, “Student needs to tell us when they start to feel overwhelmed "even though this is exactly what the IEP is designed to teach the student and support. Teacher calling parent for behavior related to the IEP and stating “admin, security, [discipline] referral” would happen unless student in an emotional shut down moved to the next class. The teacher was unaware of how to/unable to contact case manager or other school staff for support. These are basic functions of IEPs, how and why is this happening? Jaime Van Echo: At-Large - Cell phone policy as a global need in the county. Should be informed by data from other districts. Disagrees with the current policy and its intentions. Stigmatizing students even if they have access included on their IEP. DoE states it should be considered at every IEP meeting. Students complete work on their phones when devices aren’t working.

Citizen time: Dr. Robin Norris - Presented comments regarding reading and writing for children with dyslexia in PWCS and the importance of reading and noting the importance of starting intervention soon. Norris used assistive technology to provide comments and demonstrate the type of technology students in PWCS use. Also provided additional information and implored involving all teachers and school personnel in the identification of students with learning disabilities like dyslexia. Norris distributed her comments in writing as well as the book, The Gift by Edith Eger to SEAC members regarding trauma-informed care. Maryanne Hill, mother of 3 children in PWCS. They are starting a chapter of Decoding Dyslexia in PWC and working in conjunction with the head of Decoding Dyslexia in VA. Kristie Bowie-Young requested them to come present in the fall. Shealyn Clinger from Cerebral Counseling supported Ms. Norris’ comments and spoke to the genetic link for dyslexia.
Special Education Department	Departmental updates – SED reports that ESY is fully staffed. PRC provided data from the work completed in 2023-24 school year - PRC had 59 family workshops, 1199 unique workshop participants, PRC supported 14 large-scale community events and conducted outreach interacting 3,542 individuals at those events. 97% of respondents found PRC workshops useful; 49% attended workshops for the first time; 44% attended 2 or more workshops; 5% attended 6 or more workshops; 96% would recommend workshops. The total represents nearly a 59% increase over prior year. SEAC suggested gathering demographic data next year. Business	Old Business: Consider nominations and take action on SEAC Officers – taken up at call to order. Update on Revisions to Bylaws – Kristie Bowie-Young moved to table proposed revisions to 2022 Bylaws and for the Bylaws Subcommittee and other interested SEAC members to work with PWCS Counsel over the summer and present proposed revised Bylaws at the September 2024 SEAC Meeting. Seconded: Angela Lello. Approved unanimously. Update on Annual Report – Kristie Bowie-Young updated members on the status of the Annual Report, which has been received by SED and the SED will work with School Board and make sure it’s posted online. SED corrected technical errors with resignation dates. New Business: SEAC membership status – Introduction of new SEAC member, Arfa Alam from Potomac District who has 3 children in PWCS. Michael Spironello, teacher representative, will become admin intern effective July 1. SED will review and work it out. Five vacancies currently, members are encouraged to reach out to interested parents. The process is that the SEAC Membership s/c forward a slate to the board by July 1^st Practically, the SED staff liaise with the School Board to ensure application materials are forwarded to the School Board. SED updating the application and website to send completed applications to Heather Duffett in SED. This protects applicants’ privacy. Members will advertise the vacancies when the application is ready. VA FOIA has specific requirements about meeting virtually, how often, notice, etc. PWCS Counsel is creating a template this summer that will ensure that SEAC follows rules and by September PWCS Counsel will get us something to ensure that virtual attendance is permissible for members. We also need to ensure virtual attendance to be able to attract new SEAC members,

PWCS needs to target the most vulnerable and underrepresented communities. Additional suggestions for note taking will be explored with Secretary Scott. Vacant: Woodbridge District - Michael Spironello: Teacher Representative - Asked about current standard of practice for Handle With Care training. Currently the practice is part of the HR onboarding process for new staff to take a Level 1 course. One administrator per building and any SED or staff who would interact with a student and who might require HWC must be trained. Existing staff can take training on-demand and SED offers monthly. Additional conversation about training for TPOTA or long-term substitutes. A concern is the number of TPOTAs that will have responsibility to take IEP data and who is responsible for training them or ensuring fidelity. She noted sleep issues, stress and anxiety are huge issues for older children. Business	Old Business: Discussion with SED regarding how the finalized Annual Report to the School Board will be given SEAC has been invited to present the Annual Report to the School Board on May 15^th, which would occur prior to the next SEAC scheduled business meeting on May 21^st. As a result, SEAC determined that the presentation should include the recommendations agreed upon by the committee today. Discuss attendance practices impact on special education students – no change in policy with attendance New Business: Chair Aqdas presented proposed revisions to the SEAC bylaws, which included among other changes the addition of a Parliamentarian to the SEAC Officers. After considerable discussion, SEAC members did not vote on the proposed revisions and directed the Bylaws Subcommittee to get additional input from members and SED. Tara Adqas will be stepping down as Chair. The Nominations Committee presented the proposed slate of candidates for 2024-25 SEAC Officers including: Kristie Bowie -Young Chair Angela Lello - Vice Chair Secretary – Deborah Tekampe The Subcommittee solicited additional nominees from members. SEAC will hold a vote for officers during its May business meeting. Subcommittees: Bylaws Subcommittee - Kristie Bowie-Young, Debi Tekampe - Update: Worked on during work session. Annual Report Subcommittee - Angela Lello, Michael Spironello, Shandel Lohr, Rosemary Scott, Kristie Bowie-Young - Update: The Subcommittee presented an interim draft of the report and SEAC members agreed with the initial draft recommendations. The Subcommittee was directed to obtain and incorporate technical edits from SED and additional input from SEAC members, circulating an updated final draft prior to the May business meeting when the SEAC will vote on the report. Nomination Subcommittee - Debi Tekampe, Shandel Lohr - Update: No other updates beyond the slate of officers. Special Education Department	Topics this month: PRC Update – Eleanor Contreras Transition Feb 24^th Successful conference and looking to SEAC for suggestions for next year. A wide variety of classes are upcoming through the PRC. Difference Maker Post Card for Sped Teachers a successful program. As of March, over 40 classes and over 900 parents participated in the events. This is a 26% increase! The Strategic goal was a 10% increase this year. Annual Report - Preview This is our commitment to how we will be spending the almost $19 million of Federal Funds. This is almost a $1 million increase due to our increase in the Special Education population. Almost 12,600 students were identified as needing special education services. This is based on December numbers. Based on the four strategic goals: Learning and Achievement for All Positive Climate and Culture Family and Community Engagement Organizational Coherence Using local budgets to cover C.E.I.S. (Comprehensive Early Intervention Services) which frees up Federal money. $75,000 for Assistive Technology Question about if the grant could support an FTE (Full Time Employee) for home bound - this is not part of the grant funding.

Business	Old Business: Training/Professional Development for those designing and implementing Functional Behavior Assessment and Behavior Intervention Plan. New Business: Discuss Inclusion practices and recommendations – concerns that this is site-based managed and no clear guidelines throughout the county. The state puts out guidelines. Subcommittees: Bylaws Subcommittee - Kristie Bowie-Young, Debi Tekampe - Update: Focused on annual update Annual Report Subcommittee - Angela Lello, Michael Spironello, Shandel Lohr, Kristie Bowie-Young - Update: Met today and now the Google Drive should be accessible to all members. Members need to look at the recommendations. The goal is to finalize it next month. How does the process work for presenting the report to the School Board? Is this possible? Can’t authorize this meeting. To be a part of a School Board meeting, it would have to be requested by the School Board. Other options can be explored to share the information with the School Board. SED can facilitate a greater degree of access. Could we present it to the person who was appointed by a Board member? Nomination Committee - Debi Tekampe, Shandel Lohr - Update: Send an email if you would like to be chair, vice-chair or secretary SEAC Outreach and Membership Subcommittee - Tara, Debi, Sallay, Jennifer, Michael - Update: Sally and Kristie attended the Transition Fair. Special Education Department	Topics this month: PRC Update – Parents as Partners this coming Saturday at Forest Park HS from 9 – 2:30. The keynote speaker is Dr. Seaborne the Family Engagement Specialist/Special Projects Coordinator for VDOE 38 classes in 2024, 785 participants, and close to meeting the 10% increase in family engagement with the PRC. In March lots of upcoming classes and Parks & Rec will share summer classes for special needs students and public libraries offer more for special needs students.
Guest Presentation	Topic this month: Fin Friends Presentation by Dr. Parrish - From Colgan HS, A buddy club that is more, creates an inclusive culture. Need school connections to be successful, based on data. To increase the academic success of students with special needs, need to focus on social connections. Also, have unified sports. This is not charity it helps all students grow. Zoom hangout every Friday at 3:00. Presentation on behavioral support – Niki Niles Functional Behavioral Assessment and Behavior Intervention Plan Proactive Strategies – Research shows about 80% of students respond to proactive, positive behaviors. Build Relationships FBA – Behavior can be changed, there is a support team that includes the parents. Need to define behavior, establish baseline data, ABC of the plane…Antecedent, Behavior, Consequences. All the information is used to develop the functions of the behavior. Then create a Behavior Intervention Plan if the team determines that is needed. This plan is required at a minimum of once a year. Be a Mr. Jensen video Question - How many functional behavior plan assessments have been conducted this year? Is there an increase or decrease in FBP? Answer – They are currently tracking the data Question – Can you bring the data findings to SEAC next month? Question – How does this process start? And how do teachers find out about this process? Answer – 11 behavior specialists in the county and every month there is training offered. Question – How does restraining a student work? Answer – Just updated guidelines and all teachers were trained this year and were compensated for the training. Question – Who monitors the data and evaluates it? Answer – It depends on the situation, usually teachers are the lead on the data collection There is a support manual which outlines the guidelines. It is not one person. Question – What makes someone a behavioral specialist? Answer – They are not all BCBA, only 2 within the county. The rest are special education teachers. Question – Why is it not a requirement for the behavior specialist to be a BCBA? Answer – We have a tiered approach. Recommendation – Behavioral specialist requirements with more expertise Question – What are training options for TAs? Answer – TAs are invited to training, but not required

Special Education Department	Topics this month: PRC events (past and upcoming) - PRC shared a list of classes held in November and December. PRC Update - PRC shared updates of upcoming classes and activities. PWC is drawing the most amount of registrants for all PEATC partners. Also distributing appreciation notes districtwide. Professional development - Special Education Department has held on-campus workshops, Using TeachTown (a VDOE-approved curriculum aligned with the VA Essentialized Standards). SED also has been doing on-campus support with co-teaching, focusing on maximizing the co-teaching arrangements. SED is also working on developing professional development for principals focused on supporting all students. Also conducting professional training focused on working with transition services to support teachers in developing transition plans, IEP development, eligibility training, child find, etc. The tiered system of support team of behavior specialists has been focused on working directly with principals to provide leadership strategies to build a school culture that wraps around students to provide support. There is a digital toolkit located on the Launchpad that teachers access. SED is revising its training on IEP development.
Guest Presentation	Discuss future guest speakers for SEAC January & February meetings SEAC would like to hear speakers to address the following topics: Behavior Management / BIP Equity – the different committees and the work happening at the district Child Find process, changes, challenges, and how parents end up there and resources for parents, how it works for ELL, expected timelines versus reality. Transition process – the new resources and technology available to students, teachers and parents and all the different employment programs, etc. Inclusive practices – what PWCS’ goals are around inclusive practices and how it looks across schools, self-contained classrooms. Future Presentations are in the planning stages

Special Education Department	Topics this month: Professional Development Updates for General Education/ Special Education Teachers: New Virginia Family Guide to Special Education – available on VDOE website Professional Development in Special Education occurred on October 9 on the workday, this was available to all teachers (general education and special education) PD Sessions included: IEP goal data make and takes (most popular session) Subject-specific sessions Behavior and classroom management sessions Augmentative devices Adaptive curriculum High Scope curriculum for early childhood teachers SED to follow up after Professional Development and provide coaching to teachers Overview of SED presentation to PWCS School Board PRC Update: New addition to the PRC website - Can request an appointment on the website which goes directly to Eleanor Contreras NEW PRC fliers with QR Codes for parents to know of all the workshops/events New QR Codes for staff to get RC information 12 classes/presentations which impacted 252 families Several events and three more in the next two weeks. An estimated 2,000 people have been at the events Feedback button on the PRC website to request classes Working to support military families Have been partnering with other offices within the county (DEI, Title I, and Preschool) Eleanor Contreras is certified to be able to support "Sibs Shops" which provides support for siblings of those who have siblings with disabilities Most common questions to PRC - Buses at the beginning and now questions for support with behavior (preschool age mainly) PRC doing a meet and greet with SEAC on November 6 at the playground in Helwig Park

Call to Order	Tara Aqdas Approval of May Minutes Citizen Time: At every meeting of the SEAC, an opportunity is provided for visitors to make public comment. It is received without SEAC comment. The public comment is summarized in the SEAC meeting minutes. The SEAC is always looking for ideas and suggestions from students, parents and teachers that will improve the education of children with disabilities. The SEAC requests that any concerns expressed include general comments dealing with global issues rather than a specific comment dealing with a personal matter or situation. The Committee suggests that you address concerns about personal situations directly to the Special Education Department. In accordance with HIPAA regulations, please refrain from using the names of students, teachers, or schools. Per the SEAC Bylaws, citizen time is 15 minutes in duration and each speaker is initially given 3 minutes, although this time may be extended if there is time remaining in the 15 minute period.
