Virginia law allows parents to have their children taught by a tutor or a teacher who meets Virginia teacher licensure qualifications when that individual has been approved as a tutor by the school division superintendent (Virginia Code § 22.1-254). To meet the qualifications prescribed by the Virginia Board of Education, the tutor must have a valid Virginia teaching license in any area (the tutor may be a parent who meets the qualifications).
Tutors are approved if their teaching license is valid. Proof of academic progress is not required.
The PWCS Home Instruction office oversees the verification process for the certified tutor education option. Parents selecting this option must notify the Home Instruction Office by mail at PWCS Student Services Department, Home Instruction, PO Box 389, Manassas, VA 20108, or email at [email protected].

A parent or guardian can request the student's records by submitting a Current Student Record Request.
After a parent or guardian completes the online Student Withdrawal PK-12 packet in ParentVUE for a student, the receiving school/district can request the student's records by submitting a K-12 Student Transfer Record Request.
Students are required to attend the school zoned for their primary residence. PWCS allows a transfer to a different school under specific circumstances. Visit the Student Transfer Request webpage or more information.
