Matt Guilfoyle serves in the Office of the Superintendent as Chief Information Officer (CIO) for Prince William County Public Schools (PWCS), leading enterprise technology, data, communications, and digital strategy for the second-largest school division in Virginia and the 34th largest in the United States. Operating well beyond the traditional CIO role, Guilfoyle functions as an enterprise transformation executive with responsibilities that span the disciplines of chief data officer, chief information security officer, chief communications officer, and chief marketing officer.
He provides executive leadership across data governance, analytics, and state reporting; information and instructional technology; cybersecurity; enterprise systems; communications and marketing; and legislative outreach and government relations. He also oversees divisionwide project and portfolio management, ensuring disciplined governance, strategic alignment, and measurable outcomes across complex, multi‑year initiatives.
Guilfoyle has driven the rapid modernization of PWCS’ technology and digital operating model, positioning the division for long‑term scalability, resilience, and innovation. Under his leadership, PWCS was recognized as a “Computerworld Best Place to Work in Information Technology.” During the global COVID‑19 pandemic, he accelerated a five‑year digital equity strategy into months—delivering laptops to more than 90,000 students and 7,000 teachers, deploying a cloud‑based, divisionwide learning management system, and fast‑tracking critical infrastructure upgrades to support uninterrupted instruction.
Beyond crisis response, Guilfoyle has led the migration of core business systems to the cloud, implemented enterprise‑wide cybersecurity enhancements, including multi‑factor authentication, and established governance frameworks to enable secure, ethical, and scalable adoption of emerging technologies. Most notably, he has guided strategic planning for the responsible integration of Generative Artificial Intelligence (AI) across the division—aligning AI capabilities with instructional improvement, operational efficiency, data‑informed decision‑making, and workforce productivity, while emphasizing transparency, security, and human‑centered design.
Prior to joining PWCS, Guilfoyle served as executive director of communications and community relations for Fairfax County Public Schools. His earlier leadership roles span the public and private sectors and include public affairs officer for the Architect of the Capitol; director of global internal communications for The Nature Conservancy; deputy assistant chief administrative officer for the U.S. House of Representatives; and deputy manager for corporate communications and government relations at Computer Sciences Corporation. He began his career with Ketchum Public Relations and American Management Systems.
Guilfoyle has served as a board member of the Prince William County Chamber of Commerce, as a trustee on the Board of Directors of UVA Health System Prince William Medical Center, and as a board member with SPARK, the Education Foundation for Prince William County Public Schools.
He holds a bachelor’s degree in political communication from The George Washington University and is a graduate of Gar‑Field High School.
