About Carol E. Flenard, Ed.D.

Carol E. Flenard, Ed.D., serves as Deputy Superintendent for Prince William County Public Schools, a role she began on July 1, 2022. As Deputy Superintendent, Dr. Flenard provides strategic leadership for the school division’s instructional program and works alongside division leaders to support academic excellence, continuous improvement, and positive outcomes for approximately 90,000 students across more than 100 schools and programs.

Since joining PWCS, Dr. Flenard has helped strengthen instructional leadership systems that promote shared accountability, reflective practice, targeted feedback, and goal-setting aligned with the division’s strategic priorities. Her work supports school and department leaders in advancing academic outcomes, building leadership capacity, and maintaining a sustained focus on student success.

Dr. Flenard has also supported PWCS through major divisionwide initiatives, including the conclusion of PWCS Vision 2025 Launching Thriving Futures Strategic Plan and the launch of the PWCS Elevate 2030 Strategic Plan. Through her leadership, the division has maintained a strong focus on academic growth, literacy, mathematics, attendance, graduation progress, and targeted student support while advancing priorities such as global competency, personalized learning, teacher empowerment, family engagement, and organizational coherence.

During Dr. Flenard’s tenure, PWCS has made measurable progress in key student outcome areas, including reducing the overall dropout rate, increasing the on-time graduation rate, and cutting the English learner dropout rate in half. Her leadership has also supported expanded access to advanced academic programs, strengthened college and career readiness opportunities, and enhanced career and technical education pathways. In partnership with families, businesses, and community organizations, these efforts continue to create greater opportunities for student success across PWCS.

Prior to joining PWCS, Dr. Flenard served in Spotsylvania County Public Schools, including as Interim Superintendent, Deputy Superintendent, and Associate Superintendent. She began her career as an elementary school teacher and has held numerous instructional and administrative leadership roles, including assistant principal, principal, director of elementary education, and executive director of instruction.

Dr. Flenard holds a doctorate and master’s degree in educational leadership from Virginia Commonwealth University and a Bachelor of Science degree from The Pennsylvania State University.
